With reference to your letters of the 2rd. Kna lith. August, relating to the preperation of a Local White List for Siam, I have the horeur to ezofaze Jopy of a list, compiled from the manifeste of two recent atsemere, of 69 firme in Siam to whom oʻrgo which may be dezoribed as "Chinese oar go" was consigned from Hongkong. Only of these firms appear on the £ian Local white List, and it would therefore seem probabis that unless the list in question were consider- ably expanded a large quantity of innocent trade would be interfered with.

1 shall be obliged if you will let me know your opinion of the 64 firms on the enclosed list which ere
not on the Siam Local White List, and if you will also favour
me with your views on the general question of making the
letter list mere nearly complete.
I erolese a copy of a despatch from the secretary of State for the Colonies, dated the 17th. May, 1916, which contains the authority for the presert procedure here with regard to Chinese local trade to ŝiam, together with a ocry of the Importation and Exportation Ordiracce 1918 and the
regulations made thereunder.
